Bradley C. Brown, Executive Vice President and COO Bradley C. Brown has had a substantial career in private sector human resource management and consulting. In 1991, after almost 20 years with United Parcel Service in management, Mr. Brown started Advantage Employment Network, Inc. with the succinct goal of providing employment-based and support services to low income residents. In this pursuit, Mr. Brown, contracted with the Delaware County, PA Office of Employment and Training (DCOET), the operational arm of the county's Private Industry Council, and the Delaware County Housing Authority to provide these services to their prospective clients. In the 8 years of serving this population, the staff of Advantage Employment Network developed a thorough understanding of the numerous barriers these individuals (and families) face in their climb towards economic independence. While contracted with the DCOET, Advantage Employment Network served a number of client groups including young SPOC clients, adjudicated and other low-income youth and selected other impoverished residents of the county. These services rendered included job readiness training, job search activities, connection to support services such as child care and transportation and job placement and retention activities. Under the company's HUD contracts through the Delaware County Housing Authority (DCHA), a Job Bank and Career Center was established to broker services for the residents of the 5 public housing communities and the Section 8 population at large. A significant percentage of this population (approximately 50%) were TANF clients while the remaining clients qualified for subsidized housing due to their low-income status. In this capacity, those same services listed above were rendered as well as substantial outreach and recruitment efforts, home ownership preparation, career counseling, summer youth employment programming, attachment to educational or targeted training opportunities and upward mobility activities. During the nearly 4 years of DCHA Job Bank and Career Center, Advantage Employment Network served over 300 clients or families. During this same period, Mr. Brown served as a Board Member of Thresholds in Delaware County, a volunteer organization teaching decision-making skills to inmates of the Delaware County Prison. In this capacity, Mr. Brown personally counseled and taught over 10 inmates while helping to develop and upgrade the teaching curriculum used to work with several hundred other inmates enrolled in the program. Mr. Brown also worked with the HUD Section 3 initiative to promote contracting with resident-owned and managed firms, which resulted in a number of successful start-ups with continued growth and successful operations. Mr. Brown is currently the Executive Vice President and Chief Operations Officer of WorkForce21 and remains the Vice President of Advantage Employment Network and EmployeeExpress. Mr. Brown serves on the Board of Directors of Neighbor to Neighbor CDC, Inc. Mr. Brown is a graduate of Gettysburg College.
