Michael D. Van Stine, Chairman and CEO

Michael Van Stine is currently the Chairman and CEO of Work Force Centers of America, Inc. (WorkForce21); the President of EmployeeExpress (a company specializing in entry-level employee transportation services, employer transportation tax credits and providing transportation policy guidance through its "Mobility Matters" initiative) and the President and CEO of Workforce Endeavors, LLC (a private workforce consulting company). He is also on the advisory boards of many community-based entry-level recruitment, training and support services organizations.

Mr. Van Stine has past served as Executive Director of the Community Care & Development Corporation (CCDC), a 501(c)(3) with a group exemption. During his tenure, CCDC obtained combined funding of over $1M for over 400 successful placements in over 20 cycles of customized training with the Philadelphia Private Industry Council; the PA AFL-CIO REACT Program; the Montgomery County Private Industry Council and the NJ REACH program. All of these programs involved innovative curricula, including the original pioneer development of job-related "life skills" components, which have gone on to become national models. As a result of CCDC's commitment to quality, it maintained program completion and retention rates that were among the top five percent of all subsidized training providers in the Commonwealth of Pennsylvania.

Mr. Van Stine also served as the Senior Vice President of Today's Staffing Services, Inc. (Dedicated Staffing Services) and Independent Staffing Services, Inc., all not-for-profit subsidiaries of CCDC, which were formed to provide vehicles for cost-effective entry-level and professional per-diem staff in long term care facilities. They collectively accounted for annual revenues in excess of $15 million annually and employed over 1,500 employees and/or independent contractors, mostly entry-level and professional caregivers. Combined, they implemented innovative recruitment, screening, retention and employee development programs, using consolidated per-diem schedules to produce full-time higher-paying employment opportunities. Mr. Van Stine also developed one of the Philadelphia area's largest reverse-commuter networks and was extensively involved in the recruitment of health care professionals from the Phillipines, Ireland and Nigeria.

Previously and is some cases concurrently, Mr. Van Stine served as Regional Staffing Director, Genesis Health Ventures/Genesis ElderCare; Director, Employment Management Services, Geriatric & Medical Companies, Inc.; Manager, Economic Development, Private Industry Council of Philadelphia, Inc. (including 1986-1987 when the PIC achieved national recognition from NAB as "PIC of the Year", with many lead divisional contributions); Senior Project Manager, Philadelphia Industrial Development Corporation; Economic Development Specialist, Operations Project Manager, Equal Opportunity Officer and Administrative Hearing Officer with the Philadelphia Office of Employment and Training and the Area Manpower Planning Council of Philadelphia. With AMPC, Mr. Van Stine co-managed the City's Summer Youth Employment Program and ran the City's Summer Work-Study Program for college students.

Mr. Van Stine's public workforce experience has included direct program management and development under the Manpower Development and Training Act; the Comprehensive Employment and Training Act; the Job Training Partnership Act and the Workforce Investment Act and all prevailing employment related welfare and tax incentive programs. Mr. Van Stine has been a featured presenter at various national and regional workforce events.

Mr. Van Stine is a graduate of Rutgers University with a B.A. in Political Science and Public Administration.
